No Kill in Motion - Shelter New Math and When Not All Animals Count


When we calculate the Live Release Rate it is exactly what the words imply - the number of animals who left the building alive. But what happens when shelters do what amounts to "new math" and they don't count all animals? In this discussion we talk about including ORE - owner requested euthanasia - in shelter statistics, about the shelter making its own determinations about the appropriateness of euthanasia and about shelters providing this service to the public.

Memphis Animal Services has a history of issues which have caught the attention of animal welfare advocates. Shirley Marsh of Yes Biscuit blogged numerous times about MAS over a period of years and was once threatened with litigation. MAS is in the news again, this time for refusing to comply with a request for veterinary records and claiming privilege through HIPAA. Does HIPAA even apply to animals? Is there a law in Tennessee to protect shelter veterinary records?
